Martha Victoria Charles age 82 of Oak Ridge passed away January 26, 2016 at Greenfield Assisted Living in Oak Ridge. She was born October 29, 1933 in Pikeville, Kentucky to Earl and Mary Powers. She is survived by her daughter Anita Theisen and husband of Knoxville. A memorial service will be announced at a later date
